Preventing Market Monopoly:

WhatsApp has over 400 million users in India. If the Payments feature was made available to everyone at once. It could dominate the UPI market and crush smaller competitors like Google Pay, PhonePe, and Paytm.

Regulatory Compliance:

The Reserve Bank of India (RBI) and NPCI are monitoring WhatsApp’s payment system to ensure fair competition and prevent security risks.

Testing and Improvement:

WhatsApp launched the Payments feature in beta mode for 1 million users in 2018. To ensure a smooth experience, the full-scale rollout is being tested in multiple phases.

Limited User Access:

WhatsApp has been allowed to activate Payments for only 20 million (2 crores) users in the first phase.
